Project Background:

The USAID Mali Market Systems Activity, Sɛnɛ Sugu (“agricultural market” in Bambara), is a five – year project, starting in early 2021 and implemented by CNFA. Sene Sugu aims to empower private and public market actors across the market system in 46 communes in the Sikasso sub-zone to affect sustainable, systemic change. Sɛnɛ Sugu interventions will address constraints to and foster beneficial relationships across the market system, transforming it from fragmented and informal to vibrant, organized, and inclusive.

Job Location:  Bamako, Mali

Position and Responsibilities:

The Director of Finance and Administration on the Sene Sugu Activity will report to the Chief of Party (COP) and be responsible for overseeing all aspects of financial management and contractual performance, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting. The Director of Finance and Administration will establish and maintain sound financial management practices and ensure the project’s compliance with CNFA and USAID policies, procedures/rules and regulations.

The Sene Sugu Director of Finance and Administration will perform the following duties, including but not limited to:

  • Oversee staff responsible for financial and administrative operations, human resources, procurement, and logistics;
  • Analyze financial forecasting and reporting and makes recommendations for required adjustments to senior staff;
  • Oversee financial and administrative functions for all partners, staff, and vendors, guiding mentoring staff in the Bamako and Sikasso offices and providing training to facilitate compliance with USAID regulations, National and Local Malian laws, and CNFA policies and procedures;
  • Provide sound financial and administrative oversight to the project;
  • Supervises finance, HR and administrative teams, including accounting, procurement, and other admin functions, as assigned; 
  • Develop, manage, and monitor project/subcontractor budgets; 
  • Prepare monthly, quarterly and annual financial reports in coordination with senior project staff and CNFA HQ;
  • Ensure that project operation are implemented in compliance with all USAID/Feed the Future and CNFA policies and procedures; 
  • Prepare, maintains, and implements financial reporting, tracking systems and controlling procedures; 
  • Oversee processing of approvals for procurements, consultant agreements, and vendor invoices at the local level in coordination with the COP and CNFA HQ;
  • Support the development, execution, and management of subcontractors and local consultants’ agreements; and
  • Perform other duties as required by the COP or designee.
Job Requirements

Key Qualifications:

  • Ten (10) years of experience implementing financial and operational management of USAID- or other donor-funded projects of similar size and scope;
  • Demonstrated experience in the application of competitive procurement processes; 
  • Master’s Degree in finance, business administration, or a related field, or a bachelor’s degree with four additional years of relevant technical experience; 
  • Written and oral English and French competency; 
  • Experience in Mali tax lows, labor acts and other related laws;
  • Experience in the International NGOs registration process in Mali;
  • Mastery of accounting software, preferably Deltek CostPoint;
  • Experience building capacity of local organizations and implementing partners in financial management; and
  • Deep understanding of the Mali context.
