Project Background:

The USAID-funded Mali Market Systems Activity, Sɛnɛ Sugu (“agricultural market” in Bambara), is a five-year project, starting in early 2021 and implemented by CNFA. Sene Sugu aims to empower private and public market actors across the market system in 46 communes in the Sikasso sub-zone to affect sustainable, systemic change. Sɛnɛ Sugu interventions will address constraints to and foster beneficial relationships across the market system, transforming it from fragmented and informal to vibrant, organized, and inclusive.

Job Location: Sikasso, Mali

Duties and Responsibilities:

Sene Sugu Finance and Operations Officer will work under the direct supervision of the Direct of Finance and Administration and , will perform the following duties, including but not limited to:

  • Support financial, operational and administrative management at Sene Sugu Sikasso office to ensure compliant programming and implementation;
  • Directly supervise the Logistics Assistant, and Drivers;
  • Build the capacity of Finance, Operations and logistic staff as necessary;
  • Support the Director of Finance and Administration to ensure the smooth implementation of all project financial and administrative activities, including: timely and accurate bank reconciliations, invoicing, monitoring of expenditure levels against budget and funding obligations, financial projections;
  • Oversee the day-to-day operations in project’s Sikasso office and support Bamako office as needed;
  • Develop and implement financial oversight and control mechanisms and procedures to ensure that all program expenses are in accordance with CNFA’s financial policies, procedures, and USAID rules and regulations;
  • Ensure the smooth implementation of all project operational activities, including: procurement, human resources, logistics, and service delivery aspects of the program;
  • Oversee financial, operational and administrative functions of the execution of sub-awardee and subcontracts s for all local implementing partners;
  • Ensure that staff contracts and profiles (other than the ones managed directly by Sene Sugu Bamako Office and CNFA’s Washington, DC Office), are in place and appropriately monitored and updated;
  • Maintain necessary documentation and reporting in accordance with USAID and CNFA guidelines; and
  • Undertake other assignments or tasks at the request of the Director of Finance and Administration or other senior management staff.
Job Requirements

Key Qualifications:

  • A minimum of 5 years of financial management, operations and administration experience of international development projects; USAID project experience is preferred;
  • Bachelor’s degree in finance/accounting or a relevant field or diploma with experience in areas such as accounting, finance, business administration and applied skills in developing and managing large budgets;
  • Knowledge and understanding of applicable USAID and Government of Mali accounting and audit rules and requirements;
  • At least 3 years of experience managing sub-contracts/awards, and demonstrated knowledge of applicable regulations related to the oversight of such instruments;
  • Experience in using QuickBooks or other accounting software is required. CostPoint experience is preferred;
  • Proficiency in Microsoft Office including advanced proficiency in Excel is required (lookups, pivot table level):
  • French fluency and advanced oral and written communication skills in English is required;
  • Demonstrated advanced ICT skills is required.
  • Deep understanding of the Mali context.
